Scrutiny of the Welsh Government's planning Consolidation Bills

Purpose of the consultation
The Welsh Government has laid two Bills before the Senedd, the purpose of which are to consolidate legislation relating to planning law in Wales.
The Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill were introduced into the Senedd on 15 September 2025.
Further detail about the Bills can be found in their accompanying Explanatory Memorandums.
The Business Committee has remitted the two Bills to the Legislation, Justice and Constitution (LJC) Committee.
To inform its scrutiny, the Committee has issued an open call for evidence on the Bills.
We welcome views on the Bills and thoughts on this consolidation exercise from stakeholders with potential interest/roles regards the planning system in Wales or with potential interest/roles in improving the accessibility of Welsh law.
The Committee has agreed to scrutinise the Bills in line with Standing Order 26C.17, in that it will consider whether:

>>>It is satisfied that the scope of the consolidation is appropriate;
>>>It is satisfied that the relevant enactments have been included within the consolidation;
>>>the Bills correctly consolidate the enactments or changes their substantive legal effect only to the extent allowed by Standing Order 26C.2;
>>>the Bills consolidate the law clearly and consistently.

The Committee will also consider any other matter it believes is relevant to Standing Order 26C.
In providing your views, we would ask that you structure your response as per the four points set out above.
The Committee has until 28 November 2025 to complete its
initial consideration of the Bills. In order for your views to inform our
scrutiny of the Bills, we would be grateful to receive any response you wish to
provide by Wednesday 8 October 2025.

In line with the Senedd’s Official Languages Scheme, the Committee welcomes contributions in both or either of our official languages, and we ask organisations that are subject to Welsh Language standards or schemes to respond in line with their own obligations. Please inform the Committee when submitting responses if you intend to provide a translation at a later date.
