The Welsh Government’s proposed legislation to consolidate planning law in Wales - The Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill
The Welsh Government has laid two Bills before the Senedd, the purpose of which are to consolidate legislation relating to planning law in Wales.
The Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill were introduced into the Senedd on 15 September 2025.
Following a debate on 16 December 2025 the Senedd agreed that the Bills should proceed as Consolidation Bills.
Current status
The Bills are now at Detailed Committee Consideration.

The Legislation, Justice and Constitution Committee laid its report (PDF 181 KB) on 30 January 2026.
In accordance with Standing Order 26C.36, a majority of the Committee recommended that the Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill should proceed to Final Stage.
Background
The purpose of the Planning (Wales) Bill is to consolidate legislation relating to planning in Wales. The purpose of the Planning (Consequential Provisions) (Wales) Bill is to amend and repeal enactments, and make transitional and savings provisions, in connection with the Planning (Wales) Bill.
The Business Committee remitted the two Bills to the Legislation, Justice and Constitution Committee.
