Members welcomed everyone to the meeting. Apologies were received from Joel James MS.

New Petitions

2.1

P-06-1318 Exempt A and B roads in Wales from the proposed blanket 20mph speed limit

The Committee considered the petition and noted the issue has been well debated in the Senedd, and approved by a clear majority of Members. In light of this Members agreed that they are unable to take the petition further as a Committee and closed the petition and thanked the petitioner for engaging with the petitions process.

P-06-1319 Provide a pedestrian crossing on A4042 at Goytre Arms crossroads and reduce the speed limit to 20mph

The Committee considered the petition and agreed to keep it open pending the stage 2 report and in the meantime forward the petitioner’s response to the Deputy Minister to seek his views on it.

P-06-1322 Reallocate the £30m being used for 20mph limits, to the NHS which is in crisis, especially BCUHB!

The Committee considered the petition and noted the issue has been well debated in the Senedd, and approved by a clear majority of Members. In light of this Members agreed that they are unable to take the petition further as a Committee and closed the petition and thanked the petitioner for engaging with the petitions process.

P-06-1326 The Senedd should scrutinise the prepayment meter scandal in Wales

The Committee considered the petition and agreed to undertake an inquiry on the issue.

 

Members agreed to consider the inquiry in more detail during the private session.

Updates to previous petitions

3.1

P-06-1312 To help improve water quality in the River Usk by upgrading sewage systems in the Usk valley

The Committee considered the petition and given the work already done by The Economy, Trade and Rural Affairs Committee on the broader issue of agricultural pollution, and Welsh Water’s plan to upgrade the sewage systems at Brecon, Llanfoist and Usk, Members agreed to close the petition and thank the petitioner.

In addition to this, Members agreed to forward the details of the petition to the Chair of the Economy, Trade and Rural Affairs Committee.

P-06-1253 Ban greyhound racing in Wales

The Committee considered the report on the petition and recent debate in Plenary and agreed to keep it open pending the consultation on the Committee’s recommendation and review any progress and actions that may arise from it.

P-06-1323 We request that the Welsh Government purchase St David’s Hall as a national resource for Wales

The Committee considered the petition and given the clear steer from the Welsh Government and the council’s decision following public consultation to press ahead with its partnership with Live Nation, Member agreed to close the petition and thank the petitioner.

P-06-1247 We call on the Welsh Government to lead the way by supporting trials of a four-day week in Wales

The Committee agreed to write to request a debate on the Committee’s report and the response received on it from the Welsh Government.

Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of the meeting

Terms of reference - P-06-1307 The Welsh Government should commit to the adoption of the maintenance of new housing estates by local authorities

The Committee agreed to the terms of reference and will hold an inquiry on the issue before the end of the Summer term.
