Introduction, apologies and substitutions

Minutes:

The Clerk called for nominations for a temporary Chair, in accordance with Standing Order 17.22.

 

Lindsay Whittle nominated Joyce Watson; there were no other nominations. Joyce Watson was elected as Chair.

 

Apologies had been received from William Powell, Bethan Jenkins and Russell George. Eluned Parrott was substituting for William Powell and Lindsay Whittle was substituting for Bethan Jenkins.

Discussion of oral evidence given by the Minister for Local Government & Communities on 7 February 2012

P-04-331 Filming and Recording of Council Meetings

Minutes:

The Committee discussed oral evidence received from the Minister for Local Government and Communities. The Committee agreed that the filming of council meetings should be a decision for each local authority and that, although it should be encouraged, the Minister should not require local authorities to film meetings.

 

Given the Minister’s statements that he is sympathetic to the idea of a  structured process for local authorities to stream their meetings but that he has no intention of requiring councils to do this, the Committee agreed to close the petition.

The Committee discussed oral evidence received from the Minister for Local Government and Communities on this petition.

 

The Committee agreed that, given the Minister’s statement that he does not intend to intervene in the business protocols of local authorities; that there is already a Freedom of Information system in place; and the large number of records that local authorities would need to publish, the petition should be closed.

P-03-238 Pollution of the Burry Inlet - discussion of Committee site visit

Given that several of the Members who attended the Committee’s site visit to Burry Port were not present at the meeting, the Committee agreed to postpone a substantive discussion of the visit until those Members are present.

 

The Committee also agreed to invite Environment Agency Wales and Dwr Cymru Welsh Water to present oral evidence at a future Committee meeting.
