Terms of Reference
To examine the practical feasibility of Local Planning
Authorities in Wales being able to produce their own population and household
forecasts, including being able to produce sufficient evidence to defend these as
the basis of housing land allocations in their Local Development Plans, or
whether in reality they are being constrained to use the Welsh Government’s
trend-based Population and Household Projections.

- The extent to which Local Planning Authorities have
been involved in developing and are supportive of the assumptions behind
the Welsh Government’s projections.

able to prepare their own policy based forecasts, including being able to
compile sufficient evidence to defend these at a Local Development Plan
