Building Safety (Wales) Bill
A Welsh Government Bill, introduced by Jayne Bryant MS, Cabinet Secretary for Housing and Local Government. The Business Committee has remitted the Bill to the Local Government and Housing Committee.
About the Bill
The main purpose of the Bill is to improve the safety of people living in multi-occupied residential buildings in Wales. If passed, the Bill will achieve this by establishing a regime that will:

>>>identify those on whom statutory duties under the Bill are to be placed.
>>>require the registration of certain regulated buildings i.e. those at least 11 metres in height or which have at least 5 storeys with a building safety authority.
>>>confer new functions on the “building safety authority”, which are each of the local authorities in Wales.
>>>confer new functions on the “fire safety authority” in Wales, which are each fire and rescue authority for an area in Wales or a fire inspector (with regards regulation of Crown buildings).
>>>create duties to assess and manage fire safety risks in all in-scope buildings.
>>>create duties to assess and manage structural safety risks in in-scope buildings that are at least 11 metres high or which have at least 5 storeys.
>>>put in place new rights for residents and place duties on them in respect of all in-scope buildings.
>>>establish a new enforcement regime to enable enforcement action to be taken if the new duties are not met.

¬¬¬Stage 2, Committee consideration of amendments (10 December 2025 – 29 January 2026)
Stage 2 began on 10 December 2025. The deadline for tabling amendments was five working days before the date of the meeting at which they were due to be considered.
The Committee agreed on 11 December 2025, under Standing Order 26.21, that the order of consideration for Stage 2 proceedings would be:
Section 2, Schedule 1, Sections 3 to 66, Section 1 – overview, Sections 67 to 96, Schedule 2, Sections 97 to 112, Schedule 3, Schedule 4, Sections 113 to 114 and the long title.
