Legislative Consent: Planning and Infrastructure Bill

The Planning and Infrastructure Bill (the Bill) was introduced in the House of Commons on 11 March 2025.

The long title to the Bill notes that it is a Bill “to make provision about infrastructure; to make provision about town and country planning; to make provision for a scheme, administered by Natural England, for a nature restoration levy payable by developers; to make provision about development corporations; to make provision about the compulsory purchase of land; to make provision about environmental outcomes reports; and for connected purposes.”

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

The Legislative Consent Motion for the Bill was agreed in Plenary on 04 November 2025.

The Business Committee agreed (69KB) a reporting deadline for the committees to report on the memoranda relating to the Bill, of 17 October 2025. 

The Climate Change, Environment, and Infrastructure Committee laid its report (PDF 292KB) on 26 September 2025. The Legislation, Justice and Constitution Committee laid its report (PDF 226KB) on 1 October 2025.

The Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 170KB) on the Bill before the Senedd on 17 June 2025.

On 24 June 2025, the Business Committee agreed (PDF 58KB) a reporting deadline for the committees to report on the memoranda relating to the Bill, of 26 September 2025.  

The Legislation, Justice and Constitution Committee laid its report (PDF 220KB) on 23 July 2025. The Welsh Government responded to the report on 3 September 2025 (PDF 215KB).

Supplementary Legislative Consent Memorandum (Memorandum No. 2) – May 2025

The Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 184KB) on the Bill before the Senedd on 15 May 2025.

The Business Committee referred the Supplementary Legislative Consent Memorandum to the Climate Change, Environment, and Infrastructure Committee and the Legislation, Justice and Constitution Committee, with a reporting deadline of 27 June 2025 (PDF 38KB).

The Legislation, Justice and Constitution Committee laid its report (PDF 230KB) on 18 June 2025. The Welsh Government responded (PDF 267KB) to the report on 9 July 2025.

The Welsh Government laid a Legislative Consent Memorandum (PDF 211KB) on the Bill before the Senedd on 26 March 2025.

The Business Committee referred the LCM to the Climate Change, Environment, and Infrastructure Committee and the Legislation, Justice and Constitution Committee, with a reporting deadline of 6 June 2025 (PDF 37KB).
