Legislative Consent: Crime and Policing Bill

The Crime and Policing Bill (the Bill) was introduced in the House of Commons on 25 February 2025.

 

The long title to the Bill notes that it is a Bill “to make provision about anti-social behaviour, offensive weapons, offences against people (including sexual offences), property offences, the criminal exploitation of persons, sex offenders, stalking and public order; to make provision about powers of the police, the border force and other similar persons; to make provision about confiscation; to make provision about the police; to make provision about terrorism and national security, and about international agreements relating to crime; to make provision about the criminal liability of bodies; and for connected purposes”.

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

 

Supplementary Legislative Consent Memorandum – July 2025 

 

On 2 July 2025 the Welsh Government laid a Supplementary LCM (PDF 88KB). 

 

On 8 July 2025, the Business Committee agreed (PDF 37KB) that the Committee should report on the Supplementary Legislative Consent Memorandum by 10 October 2025.

 

On 30 September 2025, the Business Committee agreed (PDF 58KB) a new reporting deadline of 21 November 2025.

 

The Legislation, Justice and Constitution Committee laid its report (PDF 257KB) on 14 November 2025. The Welsh Government responded (PDF 81KB) to the report on 17 December 2025.

 

Legislative Consent Memorandum – March 2025

 

The Welsh Government laid a Legislative Consent Memorandum (PDF 135KB) on the Bill before the Senedd on 28 March 2025.

 

The Business Committee referred the LCM to the Legislation, Justice and Constitution Committee, with a reporting deadline of 6 June 2025 (PDF 36KB).

 

The Legislation, Justice and Constitution Committee laid its report (PDF 174KB) on 5 June 2025.

 

The Welsh Government responded to the report in July 2025 (PDF 57KB).
