Legislative Consent: Renters' Rights Bill

The Renters’ Rights Bill (the Bill) was introduced in the House of Commons on 11 September 2024.

The long title to the Bill notes that it is a Bill “to make provision changing the law about rented homes, including provision abolishing fixed term assured tenancies and assured shorthold tenancies; imposing obligations on landlords and others in relation to rented homes and temporary and supported accommodation; and for connected purposes.”

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

The Legislative Consent Motion for the Bill was agreed in Plenary on 20 May 2025.

On 22 January 2025 the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 169KB).

The Business Committee referred the SLCM to the Local Government and Housing Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 7 March 2025.

Legislative Consent Memorandum – September 2024

The Welsh Government laid a Legislative Consent Memorandum (LCM) on the Bill before the Senedd on 26 September 2024 (PDF 157KB).

The Business Committee referred the LCM to the Local Government and Housing Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 29 November 2024 (PDF 31KB). 

On 5 November 2024, the Business Committee agreed (PDF 37KB) a new reporting deadline of  10 January 2025.

The Local Government and Housing Committee laid its report (PDF 215KB) on 7 January 2025.

On 7 January 2025, the Business Committee agreed (PDF 40.2KB) a new reporting deadline of 31 January 2025.
