Legislative Consent: Product Regulation and Metrology Bill

The Product Regulation and Metrology Bill (the Bill) was introduced in the House of Lords on 4 September 2024.

The long title to the Bill notes that it is a Bill “to make provision about the marketing or use of products in the United Kingdom; about units of measurement and the quantities in which goods are marketed in the United Kingdom; and for connected purposes.”

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

The Legislative Consent Motion for the Bill was agreed in Plenary on 3 June 2025.

The Business Committee referred the Supplementary Legislative Consent Memorandum to the Economy, Trade, and Rural Affairs Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 19 May 2025 (PDF 39KB).

On 20 May 2025, the Business Committee agreed a new reporting deadline for the committees to report on all memoranda relating to the Bill, of 2 June 2025 (PDF 39KB).

The Legislation, Justice and Constitution Committee laid its report on 23 May 2025 (PDF 232KB). The Welsh Government responded (PDF 173KB) to the report on 26 June 2025.

Supplementary Legislative Consent Memorandum (Memorandum No. 2) – March 2025

The Welsh Government laid a Supplementary Legislative Consent Memorandum on the Bill before the Senedd on 24 March 2025 (PDF 96KB).

The Business Committee referred the Supplementary Legislative Consent Memorandum to the Economy, Trade, and Rural Affairs Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 16 May 2025 (PDF 38KB).

Legislative Consent Memorandum – September 2024

The Welsh Government laid a Legislative Consent Memorandum (LCM) on the Bill before the Senedd on 20 September 2024 (PDF 179KB).

The Business Committee referred the LCM to the Economy, Trade, and Rural Affairs Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 22 November 2024 (PDF 27KB).

On 5 November 2024, the Business Committee agreed (PDF 37KB) a new reporting deadline of  10 January 2025.
