UK-EU implementation review of the Trade and Cooperation Agreement

Since January 2021, the UK-EU relationship has been based on an agreement reached in December 2020, the Trade and Cooperation Agreement (TCA). The UK and EU must review its implementation by 2026, with discussions likely to take place throughout 2025.

 

Senedd committees want to hear from the public, organisations, and stakeholders in Wales about how the UK and EU’s post-Brexit arrangements have affected them so far, and their priorities for the future.

 

Building upon work they have already undertaken, the committees listed below are gathering evidence on how the agreement is working in Wales to ensure a Welsh perspective is fed into the review process.

Terms of reference

The committees would welcome your views on:

>>>your experiences of the TCA since its entry into force;

>>>areas of UK-EU cooperation covered by the TCA, and areas that are not covered;

>>>the effectiveness of the TCA in practice, including whether you have been affected by any implementation issues;

>>>areas of the TCA that are not fully implemented, such as UK participation in EU programmes or mutual recognition of professional qualifications;

>>>unintended consequences that you have experienced; and

>>>changes to the UK-EU relationship you would like to see.

Engagement activity

On behalf of the Committee, Senedd Research held a stakeholder seminar on the Implementation Review of the TCA, Post-Brexit arrangements and future UK-EU priorities to help inform stakeholder responses to the joint committee consultation on the Implementation Review of the TCA. Senedd Members from the Legislation, Justice and Constitution Committee, the Culture, Communications, Welsh Language and International Relations Committee, the Climate Change, Environment and Infrastructure Committee and the Economy, Trade and Rural Affairs Committee joined the session to talk to stakeholders about the purpose of the inquiry and the work of Committee’s on these issues to date.

 

The Culture, Communications, Welsh Language, Sport, and International Relations Committee, Economy, Trade, and Rural Affairs Committee, Climate Change, Environment, and Infrastructure Committee and Legislation, Justice and Constitution Committee published their report on 10 September 2025 (PDF 2,109KB). The Welsh Government published its response to the report on 29 October 2025.
