Legislative Consent: Passenger Railway Services (Public Ownership) Bill

The Passenger Railway Services (Public Ownership) Bill (the Bill) was introduced in the House of Commons on 18 July 2024.

 

The long title to the Bill notes that it is a Bill to “Make provision for passenger railway services to be provided by public sector companies instead of by means of franchises.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

 

The Legislative Consent Motion for the Passenger Railway Services (Public Ownership) Bill was agreed in Plenary on 5 November 2024.

 

Legislative Consent Memorandum – August 2024

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) on the Bill before the Senedd on 1 August 2024 (PDF 181KB).

 

The Business Committee referred the LCM to the Climate Change, Environment and Infrastructure Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 1 November 2024 (PDF 21.9KB).

 

The Climate Change, Environment, and Infrastructure Committee laid its report (PDF 126KB) on 21 October 2024. The Welsh Government responded (PDF 143KB) to the report on 4 November 2024.
