Equality considerations in the Welsh Government’s budget

The Communities, Equality and Local Government Committee undertook an inquiry into the equality considerations in the Welsh Government’s budget.

The terms of reference for the inquiry were:

• assess the progress that the Welsh Government has made in terms of building equality considerations into financial planning, specifically its approach to equality impact assessing the budget and the Inclusive Policy Making process;
• explore the impact of the public sector equality duties on the planning of public expenditure;
• examine the issues with using techniques such as gender budgeting in practice;
• review examples of good practice to inform the development of equality-based budgeting in Wales;
• utilise expertise and evidence to inform the Committee’s scrutiny of the draft budget 2013-14.
