Legislative Consent: Leasehold and Freehold Reform Bill

The Leasehold and Freehold Reform Bill (the Bill) was introduced in the House of Commons on 27 November 2023.

 

The long title to the Bill notes that it is a Bill “To Amend the rights of tenants under long residential leases to acquire the freeholds of their houses, to extend the leases of their houses or flats, and to collectively enfranchise or manage the buildings containing their flats, to give such tenants the right to reduce the rent payable under their leases to a peppercorn, to regulate charges and costs payable by residential tenants, to regulate residential estate management and to regulate rent charges.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.
