The Economy, Trade, and Rural Affairs Committee has been set up by the Senedd to look at policy and legislation, and to hold the Welsh Government to account in specific areas. These areas include business, economic development, skills, international trade, agriculture, fisheries and food.
The Committee is undertaking an inquiry into City and Growth Deals.
Terms of Reference
The Committee is seeking to understand the latest position in relation to each of the four City and Growth Deals and is keen to look in detail at the following areas:

>>>Progress to date and pace of delivery – including progress made against targets, and any pressures or challenges affecting delivery
>>>Consideration of some of the most significant projects and investments – such as Aberthaw power station in the case of the CCR City Deal (including the potential financial implications of the forthcoming legal settlement)
>>>Understanding the impact of the deals - including the regional spread of activity
>>>Governance and democratic accountability - including the role of Corporate Joint Committees
>>>Availability of private sector investment
>>>How the activities of the City and Growth Deals fit within the wider business support landscape - including the Welsh Government’s review of business support, and whether there are any opportunities for greater collaboration or coordination with Welsh Government activity.

The Economy, Trade and Rural Affairs Committee previously scrutinised the activity of the four Welsh City and Growth Deals, during an oral evidence session on 13 September 2023.

At this time, the Committee examined City and Growth Deal activity in Wales, and how it fits with the economic strategies for Wales and the UK, according to the following terms of reference:

>>>The degree to which the Growth and City Deals co-ordinate with Welsh Government strategy and UK strategy for regional development and growth
>>>Comparative views on approaches taken by other Growth and City Deals in regions across the UK
