Legislative Consent: UK Infrastructure Bank Bill

The UK Infrastructure Bank Bill (the Bill) was introduced in the House of Lords on 11 May 2022.

 

The long title to the Bill notes that it is a Bill “to make provision about the UK Infrastructure Bank”.

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

The Supplementary Legislative Consent Motion for the UK Infrastructure Bank Bill was agreed in Plenary on 17 January 2023.

 

Supplementary Legislative Consent Memorandum – November  2022

On 30 November 2022, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 184 KB).

 

The Business Committee agreed (PDF 39.6 KB) that the Supplementary Legislative Consent Memorandum on the UK Infrastructure Bank Bill will be considered and reported on, to the Senedd, by 16 January 2023.

 

The Climate Change, Environment and Infrastructure Committee  laid its report on the Supplementary Legislative Consent Memoranda (No.3) for the UK Infrastructure Bank Bill (PDF 144KB) on 16 January 2023. The Committee received a response (PDF 128KB) from the Welsh Government 15 February 2023.

The Legislation, Justice and Constitution Committee laid its report on the Supplementary Legislative Consent Memoranda (No.3) for the UK Infrastructure Bank Bill (PDF 151KB) on 16 January 2023. The Welsh Government responded to the report on 15 February 2023.

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 171 KB) on the Bill before the Senedd on 25 May 2022.

The Business Committee referred the LCM to the Economy, Trade and Rural Affairs Committee, the Finance Committee, the Climate Change, Environment and Infrastructure Committee, and the Legislation, Justice and Constitution Committee with a reporting deadline of 29 September 2022 (PDF 45.7KB)

On 12 July 2022, the Business Committee agreed (PDF 47.4 KB) a new reporting deadline of 17 November 2022.

 

The Climate Change, Environment and Infrastructure Committee laid its report on the Legislative Consent Memoranda for the UK Infrastructure Bank Bill (PDF 185KB) on 3 October 2022. The Committee received a response (PDF 162KB) from the Welsh Government on 10 November 2022.

 

The Finance Committee laid its report on the Legislative Consent Memoranda for the UK Infrastructure Bank Bill (PDF 207KB) on 11 October 2022. The Committee received a response (PDF 151KB) from the Welsh Government on 17 November 2022.
