Legislative Consent: Procurement Bill

The Procurement Bill (the Bill) was introduced in the House of Lords on 11 May 2022.

The long title to the Bill notes that it is a Bill “to make provision about procurement.”

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

The provisions under Legislative Consent Motion 1 for the Procurement Bill were agreed in Plenary on 28 March 2023. The provisions under Legislative Consent Motion 2 were not agreed.

A Legislative Consent Motion for the Procurement Bill was agreed in plenary on 5 July 2023.

Supplementary Legislative Consent Memorandum – June 2023

On 21 June 2023 the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 181KB).

The Business Committee agreed (PDF 38.6KB) that the Supplementary Legislative Consent Memorandum on the Procurement Bill will be considered and reported on, to the Senedd, by 3 July 2023.

The Legislation, Justice and Constitution Committee laid its report (184KB) on 3 July 2023. The Welsh Government
responded to the report on 8 August 2023.

Supplementary Legislative Consent Memorandum – February 2023

On 6 February 2023 the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 39.5KB).

The Business Committee agreed (PDF 38.7KB) that the Supplementary Legislative Consent Memorandum on the Procurement Bill will be considered and reported on, to the Senedd, by 13 March 2023.

 

On 7 March 2023, the Business Committee agreed (PDF 41.2KB) a new reporting deadline of 23 March 2023.

 

The Legislation, Justice and Constitution Committee laid its report (287KB) on 14 March 2023. The Welsh Government responded to the report on 18 April 2023.

The Business Committee agreed (PDF 38.1KB) that the Supplementary Legislative Consent Memorandum on the Procurement Bill will be considered and reported on, to the Senedd, by 10 November 2022.

 

On 20 September 2022, the Business Committee agreed (PDF 39.7KB) a new reporting deadline of 24 November 2022.

Legislative Consent Memorandum – June 2022

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 212 KB) on the Bill before the Senedd on 9 June 2022.


The Business Committee referred the LCM to the Public Accounts and Public Administration Committee and the Legislation, Justice and Constitution Committee with a reporting deadline of 6 October 2022


On 28 June 2022, the Business Committee agreed (PDF 40KB) a new reporting deadline of 10 November 2022.

On 20 September 2022, the Business Committee agreed (PDF 39.7KB) a new reporting deadline of 24 November 2022.
