International agreements

Background

 

The Legislation, Justice and Constitution Committee is responsible for monitoring the implementation of non-trade international agreements in the Sixth Senedd.

 

International agreements signed by the UK Government can cover matters within devolved competence or matters which have important policy implications for Wales. The Committee will consider the impact on Wales of international agreements laid in the UK Parliament under the process established by the Constitutional Reform and Governance Act 2010.

 

Committee consideration

 

The Committee began its consideration of international agreements and their implications for Wales at its meeting on 13 September 2021. At this meeting the Committee agreed, that where appropriate, it would issue a single report which will summarise the Committee’s consideration of international agreements at any one meeting.

 

 

Agreements considered on 1 November 2021

 

At its meeting on 1 November 2021 the Committee considered three agreements, as follows:

>>>UK/Switzerland: Convention on social security coordination;

>>>Proposal of Amendment to Article 1 and new Article 34 BIS of the 1968 Convention on Road Traffic;

>>>UK/Albania: Agreement on the transfer of sentenced persons.

The Committee’s report on the agreements considered on 8 November 2021 was laid on 9 November 2021.

 

Following the meeting on 1 November 2021  the Committee wrote to the:

At its meeting on 4 October 2021 the Committee considered three agreements, as follows:

>>>UK/Antigua & Barbuda: establishing a Maritime Boundary between Anguilla and Antigua and Barbuda

The Committee’s report on the agreements considered on 11 October 2021 was laid on 14 October 2021.

 

Following the meeting on 4 October 2021 the Committee wrote to the:

Following the meeting on 13 September 2021 the Committee wrote to the:

>>> Equality and Social Justice Committee regarding the Protection of Classified Information: agreements UK/Estonia, UK/Latvia, UK/Belgium and UK/Italy;

>>> Climate Change, Environment, and Infrastructure regarding the UK/Japan: Protocol Amending the Agreement for Co-operation in the Peaceful Uses of Nuclear Energy; and

>>> Welsh Government regarding the Protection of Classified Information: agreements UK/Estonia, UK/Latvia, UK/Belgium and UK/Italy. The Welsh Government responded on 4 October 2021 and the response was shared with the Equality and Social Justice Committee.
