Legislative Consent: Health and Care Bill

The Health and Care Bill (the Bill) was introduced in the House of Commons on 6 July 2021.

 

The long title to the Bill notes that it is a Bill “to make provision about health and social care.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls  within the competence of the Senedd.


The Legislative Consent Motion for the Health and Care Bill was agreed in Plenary on 15 February 2022.

 

Supplementary Legislative Consent Memorandum (Memorandum No. 4) – April 2022

 

The Welsh Government laid a Supplementary Legislative Consent Memorandum (Memorandum No. 4) (PDF 123KB) on the Bill before the Senedd on 5 April 2022.

 

The Business Committee agreed (PDF 39KB) that the Supplementary Legislative Consent Memorandum on the Health and Care Bill (Memorandum No. 4) will be considered and reported on, to the Senedd, by 26 April 2022.

The Welsh Government laid a Supplementary Legislative Consent Memorandum (Memorandum No. 3) (PDF 155KB) on the Bill before the Senedd on 28 January 2022.

 

The Business Committee agreed (PDF 38.9KB) that the Supplementary Legislative Consent Memorandum on the Health and Care Bill (Memorandum No. 3) will be considered and reported on, to the Senedd, by 15 February 2022.

The Business Committee agreed (PDF 38.5KB) that the Supplementary Legislative Consent Memorandum on the Health and Care Bill (Memorandum No. 2) will be considered and reported on, to the Senedd, by 17 February 2022.

 

On 25 January 2022, the Business Committee agreed (PDF 46.7KB) to amend the reporting deadline to 15 February 2022.

Legislative Consent Memorandum – September 2021

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) on the Bill before the Senedd on 1 September 2021.

 

The Business Committee agreed (PDF 38KB), in accordance with Standing Order 29.4(i), to invite the Health and Social Care Committee and the  Legislation, Justice and Constitution Committee to consider and report on the Legislative Consent Memorandum on the Health and Care Bill, to the Senedd, by 4 November 2021.

 

At the meeting of 28 September 2021, Business Committee agreed (PDF 39.3KB) to extend the reporting deadline to 11 November 2021.

 

On 4 November 2021, Business Committee agreed (PDF 39.8KB) to further extend the reporting deadline to 16 December 2021.
