An overview of Quality Governance Arrangements at Cwm Taf Morgannwg University Health Board: A Summary of progress made against recommendations

The Auditor General for Wales published this Report in May 2021.

 

In November 2019, Audit Wales worked with Healthcare Inspectorate Wales (HIW) to complete a joint review of quality governance and risk management arrangements within Cwm Taf Morgannwg University Health Board. This work followed a report by the Royal College of Obstetricians and Gynaecologists and the Royal College of Midwives which identified a number of serious concerns and service failings with maternity services.

 

14 recommendations were made for improving risk management, the handling of incidents claims and complaints (concerns), patient safety and organisational culture. The Health Board fully accepted the findings and began to respond to the report’s recommendations.

 

In the joint follow-up work with HIW (May 2021), it was found that the Health Board is making good progress to address the recommendations that were made in 2019, particularly when taking account of the challenges it has faced in responding to the pandemic. Considerable commitment, drive, and enthusiasm from the Health Board and a clear desire to get things right has been noted.

 

Despite the good progress there is still work to do in each of the areas where recommendations were made in 2019.

 

The Fifth Senedd Health, Social Care & Sport Committee undertook some work into this issue from May 2019 to January 2020. That Committee was unable to carry out any further follow-up work due to its work into COVID but its successor Committee is aware of this latest Report.

 

The Public Accounts & Public Administration Committee considered and noted this Report in Autumn 2021.
