Legislative Consent: Animal Welfare (Kept Animals) Bill

The Animal Welfare (Kept Animals) Bill (the Bill) was introduced in the House of Commons on 8 June 2021.

 

The long title to the Bill notes that it is a Bill “to make provision about the welfare of certain kept animals that are in, imported into, or exported from Great Britain.”

 

The Bill is subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which falls within the competence of the Senedd.

 

Supplementary Legislative Consent Memorandum (Memorandum No. 2) – January 2022

 

On 7 January 2022, the Welsh Government laid a Supplementary Legislative Consent Memorandum (PDF 253KB).

 

The Business Committee agreed (PDF 39.1KB) that the Supplementary Legislative Consent Memorandum on the Animal Welfare (Kept Animals) Bill (Memorandum No. 2) will be considered and reported on, to the Senedd, by 3 March 2022.

 

At the meeting of 15 February 2022, Business Committee agreed (PDF 41.3KB) to extend the reporting deadline to 17 March 2022.

 

On 3 March 2022, the Welsh Government laid a revised version of this Supplementary Legislative Consent Memorandum (PDF 316KB).

 

At the meeting of 1 March 2022, Business Committee agreed (PDF 45.7KB) to extend the reporting deadline to 31 March 2022.

Legislative Consent Memorandum – June 2021

 

The Welsh Government laid a Legislative Consent Memorandum (LCM) (PDF 153KB) on the Bill before the Senedd on 22 June 2021.

 

The Business Committee referred the LCM to the Economy, Trade and Rural Affairs Committee and the Legislation, Justice and Constitution Committee, with a reporting deadline of 14 October 2021. (PDF 41.6KB)

 

At the meeting of 5 October 2021, Business Committee agreed (PDF 39.3KB) to extend the reporting deadline to 11 November 2021.

 

The Legislation, Justice and Constitution Committee laid its report (PDF 205KB) on 19 October 2021. The Welsh Government responded (PDF 328KB) to the report on 24 November 2021.
