The Trade Bill 2019-21 (the Bill) was introduced in the House of Commons on 19 March 2020.

The Bill was subject to the legislative consent process under Standing Order 29. This is when the consent of the Welsh Parliament is sought by the UK Government to legislate on an issue which could normally fall within the competence of the Senedd.

The Welsh Government laid a Legislative Consent Memorandum (LCM) on the Bill before the Senedd on 2 April 2020.

The Business Committee referred the LCM to the External Affairs and Additional Legislation Committee, and Legislation, Justice and Constitution Committee, with a reporting deadline of Thursday 1 October 2020 (Revised on 29 June 2020).

The Legislation, Justice and Constitution Committee laid its report on the LCM on 30 July 2020.

On 1 October 2020, the External Affairs and Additional Legislation Committee published its report on the Trade Bill 2020: Legislative Consent.

Supplementary Legislative Consent Memorandum

On 4 November 2020 the Welsh Government laid a Supplementary LCM. (PDF 145KB).

The Business Committee referred the Supplementary LCM to the External Affairs and Additional Legislation Committee, and Legislation, Justice and Constitution Committee, with a reporting deadline of Friday 11 December 2020.

The Legislation, Justice and Constitution Committee laid its report on the Supplementary LCM on 4 December 2020.
