NDM7058 Welsh Conservarives debate - Betsi Cadwaladr University Health Board
NDM7058 Darren
Millar (Clwyd West)
To
propose that the National Assembly for Wales:
1.
Notes that 8 June 2019 marks four years since the Betsi
Cadwaladr University Health Board was placed into special measures.
2.
Further notes that ministerial oversight of special measures arrangements at
the Betsi Cadwaladr University Health Board has consistently been with the
current health Minister.
3.
Regrets that the Betsi Cadwaladr University Health Board still has significant
improvements to make in its mental health services and its governance,
leadership and oversight, in spite of spending longer in special measures for
these matters than any organisation in the history of the National Health
Service.
4.
Calls upon the health Minister to accept his responsibility for failing to
deliver the required improvement at the Betsi Cadwaladr University Health Board
over the past four years and resign.
The
following amendment has been tabled:
Amendment
1 - Rebecca Evans
(Gower)
Delete
points 2, 3, and 4 and replace with:
Recognises
the progress made in the initial areas identified as concerns in 2015 and the
continued focus and improvement required for de-escalation.
Notes
that any decisions on changing the escalation status of Betsi Cadwaladr
University Health Board will be taken after receiving advice from the Wales
Audit Office, Health Inspectorate Wales and the NHS Wales Chief Executive.
