The Health, Social Care and Sport
Committee undertook an inquiry on
carers with a focus on the impact of the Social Services and Well-being (Wales)
Act 2014.
The
Social Services and Well-being (Wales) Act 2014, which came into force in April
2016, strengthened social services support for carers, including providing
rights to assessment and support for eligible needs. The Act defined a carer as
“a person who provides, or intends to provide care for an adult or disabled
child”. Local authorities also have a
duty to provide information, advice and assistance. In addition, the Act requires local
authorities and Local Health Boards to undertake assessments of the care and
support needs of their populations, including carers who need support.
The
terms of reference for the Committee’s inquiry were:
- To assess the impact of the Social Services and Well-being (Wales) Act 2014 on carers of all ages in Wales, including:
- Assessments of need;
- Provision of support, including respite care;
- Provision of information, advice and assistance;
- Information collected by local authorities and Local Health Boards on carers and their needs.
- To consider broader Welsh Government policy on carers.
