Purpose of the consultation
The Economy, Infrastructure
and Skills Committee
is undertaking an inquiry into the general principles of the Bus
Services (Wales) Bill (‘the Bill’). Further details
about the Bill can be found on the Committee’s Bill page.
Consultation: Terms of reference
To consider:
- The general principles of the Bus Services (Wales) Bill and whether there is a need for legislation to deliver the Bill’s stated policy intentions. In coming to a view on this you may wish to consider addressing the individual sections of the Bill
- The provisions of the Bill
in relation to:
(i) Giving local authorities the power to:
- Establish Welsh Partnership Schemes
(Sections 2-12);
- Establish Welsh Franchising Schemes
(Section 13-20);
- Request information from bus operators operating in their area in relation to either of the above schemes (Section 21); and
- Establish and run Local Authority owned bus services (Section 22).
(ii) Placing requirements on bus operators to:
- Provision of service information by operators of local services (Section 23); and
- Power to require information about bus services (Section 24).
(iii) The power to make consequential provisions by regulations (Section 27).
(iv) The consequential and supplemental amendments contained in the Schedule.
- Any potential barriers to the implementation of the Bill’s provisions and whether the Bill takes account of them;
- The appropriateness of the powers in the Bill for Welsh Ministers to make subordinate legislation (as set out in Chapter 5 of Part 1 of the Explanatory Memorandum and, the Statement of Policy Intent);
- Whether there are any unintended consequences arising from the Bill;
- The financial implications of the Bill (as set out in the Regulatory Impact Assessment).
The deadline for
submissions is 24 April 2020.

Evidence
