Purpose of the consultation
The External Affairs and Additional Legislation Committee established a sub-committee to undertake Stage 1 scrutiny of the general principles of the Regulation of Registered Social Landlords (Wales) Bill.
On 29 September 2017 the Office for National Statistics (“ONS”) announced that Registered Social Landlords in Wales should be classified in the national accounts as Private Non-financial Corporations.
The Welsh Government stated that the purpose of the Bill was to enable the re-classification of Registered Social Landlords as “Private Non-Financial Corporations” for the purposes of government accounting.
Consultation questions
The sub-committee welcomed views on the general principles of the Bill. In drafting submissions, the following questions were considered:
- Does the Bill do anything that either falls short of the changes identified by the Office of National Statistics (‘the ONS’) or goes further than changes required by the ONS?
- If it does, how can the Bill be improved to ensure that it conforms with the changes identified by the ONS?
Respondents were asked to be aware that the sub-committee’s remit would only allow it to consider this narrow aspect of housing policy. The sub-committee would not be able to consider submissions that address issues beyond the general principles of the Bill.
The deadline for submissions was Monday 13 November 2017.
