Barriers to the successful Implementation of the Well-Being of Future Generations (Wales) Act 2015

In May 2020, the Auditor General for Wales and the Future Generations Commissioner published their statutory reports as required by the Well-being of Future Generations (Wales) Act 2015 (“the Act”). The reports summarise the work that they have carried out under the Act between May 2017 and May 2020.

 

The Senedd’s Public Accounts Committee is undertaking an inquiry into these reports. This inquiry is independent of any consultation that is being carried out by the Auditor General for Wales, the Future Generations Commissioner or others.

 

The Senedd’s Public Accounts Committee has taken written evidence from stakeholders on:

 

1. Awareness and understanding of the Act and its implications.

 

2. The resources available to public bodies to implement the Act and how effectively they have been deployed.

 

3. Support provided to public bodies by the Future Generations Commissioner.

 

4. The leadership role of the Welsh Government.

 

5. Any other barriers to successful implementation of the Act (e.g. Brexit, COVID, etc.)

 

6. How to ensure that the Act is implemented successfully in the future.

 

 

Providing Written Evidence

 

The Senedd has two official languages, Welsh and English.

 

In line with the Senedd’s Official Languages Scheme the Committee requests that documents or written responses to consultations intended for publication or use in Senedd proceedings are submitted bilingually. When documents or written responses are not submitted bilingually, we will publish in the language submitted, stating that it has been received in that language only.

 

We expect other organisations to implement their own standards or schemes and to comply with their statutory obligation.

Engagement with young people

The Public Accounts Committee want to hear the views of young people about The Well-being of Future Generations (Wales) Act 2015, to help inform their inquiry.

 

We have developed a ‘meeting in a box’ engagement activity. This is a resource pack to empower young people to share their views on:

1. Awareness and knowledge of the Act and its implementation;

2. Experiences of how the Act has been implemented;

3. Perspectives on the barriers to implementation.

 

Worksheets are included in the pack for feedback which will be fed into the wider inquiry.
