Inquiry into Standing Order thresholds

Purpose of the consultation

In view of the forthcoming increase to the Senedd’s membership (from 60 to 96 Members) the Committee is seeking written submissions to inform its consideration of point (c) of its remit, relating to the thresholds currently set in the Senedd’s Standing Orders (PDF 2.3MB); in particular, the Future Senedd Committee is seeking views on the thresholds which relate to:

>>>Party Groups (Standing Order 1.3);

>>>Resignation or Removal from Office of Presiding Officer or Deputy (Standing Order 6.26);

>>>Resignation etc. of First Minister or another Member of the Government (Standing Order 8.7);

>>>Removal from office (Standing Order 10.8);

>>>Procedural motions (Standing Order 12.29);

>>>Decisions on motions and amendments (Standing Orders 12.44 and 12.46);

>>>Quorum (Standing Order 17.31);

>>>Public Accounts Committee Membership (Standing Order 18.5);

>>>Proposals for an Order by a Member, other than a member of the Government (Standing Order 25.28); and

>>>Re-making and Revision (Standing Order 33.1).

The Future Senedd Committee was established on 16 October 2024 with a remit to consider and report by 9 May 2025 on three matters:

>>>the organisation of business in the Seventh Senedd, with the objective of identifying options that increase the effectiveness of its scrutiny activity, the efficiency of its day-to-day delivery of business, and the accessibility of parliamentary business to Members;

>>>solutions to barriers (real and perceived) which may, or have the potential to, impede the Senedd’s ability to represent people of all backgrounds, life experiences, preferences and beliefs, including consideration of the draft and final diversity and inclusion guidance for political parties; and

>>>the thresholds currently set in Standing Orders for the number of Members required for various purposes, including (but not restricted to) the formation of political groups, removal of office holders, and quorum.
