·         Debate on the Children, Young People and Education Committee report: Targeted Funding to Improve Educational Outcomes (60 mins) – postponed to 7 November

·         Debate seeking the Assembly’s agreement to introduce a Commission-proposed Bill - The Welsh Parliament and Elections (Wales) Bill (30 mins)

·         Debate on NNDM6813-  Disposal of dredged materials from the Bristol Channel (60 mins)

 

Wednesday 24 October 2018 –

·         Debate on the Climate Change, Environment and Rural Affairs Committee Report on its Inquiry into Low Carbon Housing: The Challenge (60 mins)

Debate on Members' Legislative Proposals - selection of motion for debate

Minutes:

·         Business Managers selected the motion for debate on 10 October 2018:

 

NNDM6819 Helen Mary Jones (Mid and West Wales)

 

To propose that the National Assembly for Wales:

 

1. Notes a proposal for a Bill to incorporate the United Nations Declaration on the Rights of Disabled Persons into Welsh law.

 

2. The purpose of this Bill would be to strengthen rights-based policy approaches to promote the rights of those with disabilities and use the UN Declaration on the Rights of Disabled Persons as a framework for future developments.

 

·         Business Managers agreed to schedule the next Debate on a Member’s Legislative Proposal after half term.

Committees

4.1

Letter from EAAL requesting to meet outside of usual slot

Minutes:

Business Managers agreed a request by the External Affairs and Additional Legislation Committee to meet outside of its usual slot on the afternoon of Thursday 11 October 2018.

 

4.2

The allocation of committee places and chairs between groups

Minutes:

Neil Hamilton confirmed that the UKIP Group would offer their place on the Culture, Welsh Language and Communications Committee to Caroline Jones. A motion to that effect, as well as to elect Neil Hamilton as a member of the Health, Social Care and Sport committee will be added to tomorrow’s Plenary agenda.

 

Business Managers discussed the paper and agreed to defer all other decisions on the matter until next week’s meeting.

Use of Assembly Time

5.1

Section 37 of the Government of Wales Act 2006

Minutes:

Business Managers decided not to schedule NNDM6698 for debate. Business Managers agreed to consider any future NNDM requests invoking Section 37 on a case-by-case basis, in the context of the Llywydd’s expectation that the power be used proportionately and reasonably.

Proposals to amend Standing Orders: S116C Orders in Council

Minutes:

Business Managers agreed the draft Business Committee Report at Annex 1. A motion to revise Standing Orders will be added to next Wednesday’s Plenary agenda.
