The Minutes of the previous meeting were agreed for publication.

Tuesday

The Trefnydd drew Business Managers’ attention to the following changes:

• Statement by the Deputy Minister for Climate Change: Bus Reform (30 mins)
• Debate: Stage 4 of The Environmental Protection (Single-use Plastic Products) (Wales) Bill (15 mins)

The Llywydd informed Business Managers that there will be a short break prior to the start of the Stage 3 proceedings, with the bell rung 5 minutes before the resumption.

• Voting Time will take place before Stage 3 proceedings.
• Plenary is unlikely to run past 7.50pm.

Wednesday 

• Questions to the Senedd Commission (15 30 mins)

The Llywydd informed Business Managers that BSL interpretation is being arranged for Mark Isherwood’s MLP debate, with the intention that this can be provided live on Senedd.tv.

• Voting Time will take place before the Short Debate.
• Plenary is unlikely to run past 6.55pm.

Business Committee agreed to the following additions to the timetable:

Wednesday 18 January 2023 -  

• Debate on the Climate Change, Environment, and Infrastructure Committee report: The Future of Bus and Rail in Wales (60 mins) 
• Time allocated to the Welsh Conservatives (60 mins) 
• Time allocated to Plaid Cymru (60 mins) 

Further to the indication given in the previous meeting, Business Committee noted the letter and the intention to hold the Stage 4 debate on the Environmental Protection (Single-use Plastic Products) (Wales) Bill immediately after today’s Stage 3 proceedings.

Business Committee agreed to: 

• refer the LCM on the Economic Crime and Corporate Transparency Bill laid on 29 November to the Economy, Trade and Rural Affairs Committee and the Legislation, Justice and Constitution Committee for scrutiny with a reporting deadline of 2 March 2023;
• refer the supplementary LCM (Memorandum No 2) on the Levelling-up and Regeneration Bill laid on 30 November to the Climate Change, Environment and Infrastructure Committee, the Economy, Trade and Rural Affairs Committee, the Local Government and Housing Committee and the Legislation, Justice and Constitution Committee for scrutiny, with a reporting deadline of 16 February 2023; and
• refer the supplementary LCM (Memorandum No 3) on the UK Infrastructure Bank Bill laid on 30 November to the Climate Change, Environment, and Infrastructure Committee, the Economy, Trade, and Rural Affairs Committee, the Finance Committee and the Legislation, Justice and Constitution Committee for scrutiny, with a reporting deadline of 16 January 2023.

Business Committee agreed the dates for Whitsun Half Term and Summer Recess and agreed provisional recess dates for Autumn Half Term and Christmas Recess 2023.

Business Committee agreed tabling arrangements for the Christmas recess, including for Plenary business for the first week of term, Written Questions and amendments to the Social Partnership (Wales) Bill. The Committee also agreed the arrangements for laying documents during the Christmas period.

Business Committee considered and agreed the draft report, and for it to be laid and provided to the Welsh Government before the end of term, subject to two additions: to note Sian Gwenllian’s view that Senedd Reform legislation should contain only the Welsh titles of ‘Llywydd’ and ‘Dirprwy Lywydd’; and, to note the Llywydd’s view that an increased maximum number of Welsh Ministers should be set at 16.
