Introductions, apologies, substitutions and declarations of interest Minutes: Apologies were received from Luke Fletcher MS. Heledd Fychan
MS attended as a substitute. The Chair declared a relevant interest in accordance with
Standing Order 17.42A in relation to Item 3.7, P-06-1521 Give park home
residents in Wales the right to a water meter, noting the petitioner is
employed on a part-time basis in her office. Minutes: Heledd Fychan MS declared a relevant interest in accordance
with Standing Order 17.42A – She has been involved with these petitions and has
met with the petitioners. The petition was considered alongside item 2.3 - P-06-1555
To review all guidance on Home to School Transport for all of Wales. Free
access to an education together. In discussing both petitions, Members acknowledged the strong feelings surrounding the issue, particularly its impact on faith schools, Welsh-medium schools, and pupils from low-income families. Members noted that although the matter has previously been examined in the Senedd by the Children and Young People Committee and raised during a short debate led by Heledd Fychan MS, concerns remain. Recognising the significance of the issue for families, the Committee agreed to write to the Business Committee to request a debate on the petition. |

P-06-1258 Make individuals in Wales with Hidden disabilities eligible for the Blue Badge Supporting documents:
Minutes: The petition was considered alongside Item 3.2 - P-06-1380 Make Blue badge Applications
Lifelong for individuals who have a lifelong diagnosis The Committee considered the petitions and noted the high
level of interest in the issue of Blue Badges. The Chair also highlighted the
request for a debate and the substantial number of responses to the survey
conducted by STAND North Wales. Members recognised the significant progress already made on
the matter and noted that the petitions have been open for a considerable time.
They agreed that, as the petitions had not met the threshold for a debate, it
would be difficult to justify seeking a debate at this stage. The Committee concluded that the most appropriate way forward would be to include the issues in the Committee’s legacy report for continued monitoring. Members agreed it was now appropriate to thank the petitioners for their considerable efforts and the progress already achieved, noting that the issue is likely to continue receiving attention in the future. The Committee therefore agreed to close the petitions. |

Minutes: Heledd Fychan MS declared a relevant interest in accordance
with Standing Order 17.42A – She has been involved with these petitions and has
met with the petitioners. Members debated whether further action should be taken by
the Committee, given that the matter has already been debated in the chamber,
and further questions raised. Members decided to write to the Cabinet Secretary and seek a
meeting – inviting other interested MSs – to establish exactly what information is needed for a review of
MTAN 1, which was written before the Well-being of Future Generations Act came
in to force. Members agreed to note the issues raised by the petition in their legacy reporting. |

P-06-1499 Stop the use of term 'Universal Provision' as a reason to deny ALN Supporting documents:
Minutes: Members considered the petition and noted that the issue is
already being taken forward by the Senedd's Children and Young People Committee
(CYPE). They acknowledged that the matter remains a live issue for the subject
Committee, with ongoing progress in reviewing the definition of ALN Universal
Provision, and noted the comprehensive report from the President of the
Education Tribunal, which is expected to inform CYPE’s legacy report. In light of this, the Committee agreed to thank the petitioner and close the petition. |

P-06-1502 Scrap Proposals for a Tourism Tax Supporting documents: Minutes: The Committee considered the petition and thanked the petitioner for highlighting their concerns regarding the legislative proposals. Members noted that, as these proposals have now passed into law, it is appropriate to close the petition. |

P-06-1519 Implement safety measures at the A477 Red Roses junction to reduce accidents and stop any fatalities Supporting documents:
Minutes: The Committee considered the petition, congratulated the petitioner on their efforts, and acknowledged the progress made. Members agreed that further engagement with the Welsh Government could be beneficial and supported requesting continued communication between the petitioner and the Welsh Government. In light of this, the Committee agreed to thank the petitioner and close the petition. |

Minutes: The Chair declared a relevant interest in accordance with
Standing Order 17.42A in relation to Item 3.7, P-06-1521 Give park home
residents in Wales the right to a water meter, noting the petitioner is
employed on a part-time basis in her office. The Committee considered the petition and noted the responses from Ofwat and Dŵr Cymru, which expressed sympathy while also outlining their limitations. Members agreed to write to Dŵr Cymru regarding the additional concerns raised by the petitioner, draw these concerns to the attention of the Cabinet Secretary, and highlight the petition to the Chair of the Climate Change, Environment and Infrastructure Committee. The Committee also encouraged the petitioner to engage directly in the consultation on the UK and Welsh Government’s White Paper on water reforms. |
