The Llywydd welcomed Members to the meeting.

The minutes of the previous meeting were agreed.

The Committee considered and noted the guidance.

The Trefnydd raised the following points:

• On identical amendments, the Government raised past experiences of Government amendments being deemed as inadmissible, and welcomed the guidance on the further options available in these circumstances.
• On the scope and relevance of Bills, the Government raised past experiences of being concerned that determining the relevance of amendments had not been consistent with the rules of scope.

Business Managers considered the paper and report and agreed:

• that there is insufficient time remaining in the Sixth Senedd to give full consideration to the issue raised by the Welsh Government;
• to recommend that the Seventh Senedd keeps this matter under review; and
• to publish a report on the ‘reconsideration’ of Bills passed or rejected by a previous Senedd.

The Committee considered the draft legacy report and agreed to return to consideration of the report at a future meeting, following requested revisions.
