This Week's Business Minutes: Tuesday The Trefnydd informed Business Managers of the
following changes: ·
Statement by the
Cabinet Secretary for Economy, Energy and Welsh Language: ·
Statement by the
Cabinet Secretary for North Wales and Transport: Business Committee agreed to table motions to
change Labour and Conservative members on a number of committees for
consideration in Plenary on Tuesday. Therefore, the following additional change
to Tuesday’s agenda was agreed:
Heledd Fychan requested that the First Minister make an oral statement
to clarify the position in relation to donations to his leadership campaign and
loans made by the Development Bank of Wales. The Trefnydd acknowledged the
request.
Wednesday The Llywydd informed Business Managers of the
following change: ·
Questions to the Senedd Commission ( The Llywydd informed Business Managers that she
will announce the result of the latest Member Bill ballot at the start of
Plenary on Wednesday. Heledd Fychan questioned why the debate on the
Climate Change, Environment and Infrastructure Committee report on the
performance of Dŵr Cymru is scheduled for 30 minutes, instead of the usual
60 minutes. The Llywydd confirmed that this was at the request of the Committee
but that she would consider extending the debate if there is a high number of
speaking requests. ·

Time will take place before the Short Debate. ·

Three week timetable of Government Business Minutes: The Trefnydd informed
Business Managers of the following changes to the Three Week Timetable of Government Business: Tuesday 30 April 2024 ·
Proposal
under Standing Order 12.24 to debate the following items together but with
separate votes (30 mins): o LCM on the Victims and
Prisoners Bill – motion 1 o LCM on the Victims and
Prisoners Bill – motion 2 Tuesday 7 May 2024 ·
Statement
by the Cabinet Secretary for Housing, Local Government and Planning: Working
collaboratively to deliver more affordable homes (30 mins) ·
The
Education Workforce Council (Additional Categories of Registration and Further
Education Teacher Qualifications) (Wales) Order 2024 (5 mins) ·
The
Plant Health etc. (Miscellaneous Fees) (Amendment) (Wales) Regulations 2024 (15
mins) Heledd Fychan enquired whether it was the
Government’s intention to add further business for future weeks. The Trefnydd
indicated that it is her intention to provide more detail to the timetable
going forward. Darren Millar requested that the default timing
for Government statements be returned to 45 minutes. The Trefnydd noted the
request and agreed to the following change for 7 May: ·

Revised Timetable for the Health and Social Care (Wales) Bill Minutes: Business Committee agreed to consult with the Health and Social Care
Committee on the revised timetable proposed for scrutiny of the Bill and to
return to the matter at a future meeting. |

Expedited Bill Timetable Decision-making Criteria Minutes: Business Committee considered proposed criteria to help guide future
decisions on the timetables for Bills when an expedited scrutiny period is
requested. Darren Millar requested an additional consideration be included in
relation to whether the Bill in question contained provisions of a potentially
contentious nature. Business Committee agreed to consider the proposed addition by email
and, subject to its agreement, to adopt the criteria for future use when it
receives requests to agree an expedited timetable for scrutiny of a Bill. |
