Letter from the Chair of the Wales Covid-19 Inquiry Special Purpose Committee regarding a committee meeting slot Minutes: Business Committee considered and agreed the request for the Committee
to meet for the first time on Tuesday 11 July. The Llywydd informed Business Managers that a draft report containing
the proposed Temporary Standing Orders relating to the co-chairing arrangements
for the Committee will be presented at the next Business Committee meeting. |

Senedd Reform |

Paper to note - Letter from the Minister for Rural Affairs and North Wales, and Trefnydd regarding Senedd reform and the Presiding Officer title Minutes: Business Committee noted the letter and that the Welsh Government will
not incorporate changes to the title used for the Presiding and Deputy
Presiding Officers in forthcoming legislation on Senedd Reform. It was agreed that the Secretariat would provide a legal note on
differences in the Senedd’s legislative competence to amend the name of the
institution and the title of the Presiding and Deputy Presiding Officers. |

Procedural Work Programme |

Post EU-exit procedural considerations Minutes: Business Committee agreed to review the relevant Standing Orders
identified in recent recommendations of the Legislation, Justice and
Constitution Committee in relation to the practical effect of the UK Internal
Market Act 2020 on legislation made by, or impacting upon, the Senedd. As part of the review, Business Committee noted that proposals will be
produced in respect of the potential ways in which Standing Orders could be
amended, and agreed that it would consult with the Legislation, Justice and
Constitution Committee. Business Committee also agreed to consider proposals to change current
scrutiny arrangements for Common Policy Frameworks as recommended by the
External Affairs and Additional Legislation Committee of the Fifth Senedd, in
consultation with the Chairs’ Forum. |

Any other business Minutes: Siân Gwenllian proposed that consideration of
job sharing in non-executive additional office holder roles in the Senedd be brought
forward to the autumn term. Business Committee agreed to continue with the
existing programming of its procedural work, including to give further
consideration to job sharing during 2024, and to consider an updated procedural
work programme early in the autumn term. |
