The Business Committee agreed to now schedule the debate on petition P-05-1456: I demand a full public enquiry into the closure of Welsh Air Ambulance bases in mid and North Wales, which had been on hold due to Judicial Review proceedings. |

Open Debates: Selection of Motion for Debate Minutes: Business Committee considered the proposed topics and agreed
to schedule the following topic on 19 November 2025: Julie Morgan: NNDM9046 Would a wealth tax work for Wales? Business Managers noted that this debate would mark the end
of the agreed trial and would likely be the final Open Debate to be scheduled
during this Senedd term. Following the interim review conducted on 23 September, Business Managers indicated that they did not intend to undertake a further review of the format at this time. The Business Committee agreed to retain Open Debates in their current format within the relevant guidance for potential use in future Senedd terms, at the discretion of future Business Committees. |

Update on LCMs Minutes: Update on LCMs Business Committee considered an update from the Trefnydd
and agreed to:
· Refer SLCM (No.2) on the Victims and Courts Bill to the Legislation, Justice and Constitution Committee for scrutiny, with a reporting deadline of 16 January 2026. |

Any Other Business Minutes: Business Managers noted that the Guidance on Virtual and Hybrid Proceedings was republished last week and circulated to all Members, following Senedd agreement of changes to Standing Order 17 concerning voting in committees. Therefore, the revisions previously agreed by the Business
Committee – including expectations in regard to in person participation by
Members in amending stage proceedings on legislation – are now in force. |
