·         Debate on the Public Accounts and Public Administration Committee report: Scrutiny of Accounts: Amgueddfa Cymru 2021-22 (60 mins)

·         Time allocated to the Welsh Conservatives (60 mins)

  • Short Debate: Delyth Jewell (South Wales East) (30 mins)

Legislation

4.1

Timetable for the Visitor Accommodation (Register and Levy) Etc. (Wales) Bill

Minutes:

Business Committee agreed to refer the Visitor Accommodation (Register and Levy) Etc. (Wales) Bill to the Finance Committee for consideration of the general principles, and to consult with the Finance Committee on the proposed timetable for scrutiny and return to the matter at a future meeting. 

 

4.2

Letter from the Chair of the Legislation, Justice and Constitution Committee regarding reporting deadlines for legislative consent memoranda

Minutes:

Business Committee considered the letter and agreed to extend the reporting deadlines  for the following LCMs to 10 January 2025:

 

  • Great British Energy Bill
  • Water (Special Measures) Bill
  • Renters’ Rights Bill
  • Product Regulation and Metrology Bill

 

Business Committee also discussed the merit of setting initial reporting deadlines on LCMs to coincide with the likely end date of scrutiny in the first House of the UK Parliament to which the relevant Bill is introduced, as proposed by the Legislation, Justice and Constitution Committee. Business Committee agreed that Senedd and Welsh Government officials would further consider the practicalities of adopting this approach.

Committees

5.1

Letter from the Chair of the Finance Committee requesting a Statement in Plenary

Minutes:

Business Committee considered a request from the Finance Committee for a Committee Chair’s Statement to be scheduled in Plenary to report back on the Committee’s Review into the operations, processes and investigations carried out by the Public Services Ombudsman for Wales. Business Managers considered that a debate would be more appropriate and agreed to respond to the Finance Committee to request that it consider scheduling a debate instead.

Christmas Recess Tabling Arrangements

Minutes:

Business Committee confirmed the proposed arrangements for

  • laying documents during the Christmas period;
  • tabling Plenary business for the first week of term; and
  • tabling of Written Questions during Christmas recess.
