The Trefnydd drew Business Managers attention to the following changes:

 

  • Statement by the Minister for Health and Social Services: Primary Care (30 mins) Withdrawn  
  • Motion to suspend Standing Orders (5 mins) 
  • The Allocation of Housing and Homelessness (Eligibility) (Wales) (Amendment) (No. 3) Regulations 2023 (15 mins) 

 

·         Voting Time will take place as the last item of business. 

·         Plenary is unlikely to run past 7.40pm.

 

Heledd Fychan asked whether the Government would be making a statement on the current closure of the A470 in Talerddig. The Trefnydd informed Business Managers that a statement would not be brought forward today.

The Trefnydd informed Business Managers of the following changes to the Three Week Timetable of Government Business:

 

Tuesday 28 November 2023 –

 

·         Proposal under Standing Order 12.24 to debate the following items together but with separate votes (30 mins)

o    The Waste Separation Requirements (Wales) Regulations 2023

o    The Prohibition on the Incineration, or the Deposit in Landfill, of Specified Waste (Wales) Regulations 2023

o    The Prohibition on Disposal of Food Waste to Sewer (Civil Sanctions) (Wales) Order 2023

·         The Plant Health etc. (Miscellaneous Fees) (Amendment) (Wales) Regulations 2023 (5 mins)

·         The Environmental Protection (Single-use Plastic Products) (Civil Sanctions) (Wales) Regulations 2023 (15 mins)

4.1

Response from the Chair of the Local Government and Housing Committee regarding the Local Government Finance (Wales) Bill timetable

Minutes:

Business Committee considered the response from the Local Government and Housing Committee and agreed the proposed timetable for the Local Government Finance (Wales) Bill.

 

4.2

Timetable for the Senedd Cymru (Electoral Candidate Lists) Bill

Minutes:

The Business Committee agreed to refer the Bill to the Reform Bill Committee for consideration of the general principles and deferred a decision on the timetable for the Bill in order to consult that Committee, and to return to the matter at a future meeting.

Timetable for the Residential Outdoor Education (Wales) Bill

Minutes:

The Business Committee agreed to refer the Bill to the Children, Young People and Education Committee for consideration of the general principles and deferred a decision on the timetable for the Bill in order to consult that Committee, and to return to the matter at a future meeting.

Procedural Work

5.1

Procedures required for scrutiny of legislation relating to the United Kingdom Internal Market Act 2020 and UK-wide common policy frameworks

Minutes:

Following recommendations previously made by the Legislation, Justice and Constitution Committee and the Health and Social Care Committee, Business Committee considered proposals for:

  • amendments to Standing Orders to ensure that documentation accompanying Welsh Government Bills and Subordinate Legislation includes an assessment of the impact of the United Kingdom Internal Market Act 2020 (UKIMA);
  • a new Standing Order which would require the Welsh Government to notify the Senedd of the effect of legislation in other parts of the UK which, by virtue of the UKIMA, might impact the sale of goods and services in Wales; and
  • notification of the impact on Senedd legislation of UK-wide common policy frameworks.

 

The Trefnydd stated that the Welsh Government does not consider the proposals to be necessary on the basis that it does not consider that the United Kingdom Internal Market Act has an impact on legislation passed by the Senedd.

 

Business Committee agreed to seek the views of the Legislation, Justice and Constitution Committee, the Health and Social Care Committee and the Chairs’ Forum on the proposals, with a view to returning to the issue at a later meeting.
