Tuesday

 

The Trefnydd informed Business Managers of the following addition to Tuesday’s agenda:

  • Statement by the Minister for Climate Change: Net Zero Commitments (45 mins)

 

·         There will be no Voting Time.

·         Plenary is unlikely to run past 5.45pm.

 

The Llywydd notified Business Managers that she has agreed for a photographer to be able to access the Siambr on a regular basis over the next few weeks in order to build a more comprehensive library of images which can be utilised for both corporate communications as well as by Members themselves.

 

Wednesday

 

The Llywydd asked Business Managers to remind their Members that timings for contributions are restricted during 30-minute opposition debates. The Llywydd also stated that she will call speakers in such a way as to ensure that a balance of views is able to be expressed during the debates.

 

  • Voting Time will take place before the Short Debate.
  • Plenary is unlikely to run past 6.45pm.

Three week timetable of Government Business

The Trefnydd informed Business Managers of the following change to the Three-Week Timetable of Government Business:

 

Tuesday 10 October 2023

·         Statement by the Minister for Climate Change: Welsh Housing Quality Standard (30 mins) – postponed until 24 October

 

Heledd Fychan requested an update on the timing of an oral statement concerning potential changes to the Budget 2023-24. The Trefnydd confirmed that the Minister for Finance and Local Government would make an oral statement during October.

Three week timetable of Senedd Business

Minutes:

The following changes were agreed to the Three-Week Timetable of Senedd Business:  

 

Wednesday 18 October 2023 -

  • Debate on the Local Government and Housing Committee report – Local Authority Library and Leisure Services (60 mins)
  • Debate on Petition P-06-1345: Make conservation management plans compulsory for scheduled monuments at risk such as Ruperra Castle (30 mins)
  • Time allocated to the Welsh Conservatives (60 mins)
  • Short Debate: Rhianon Passmore (Islwyn) (30 mins)

4.1

Letter from the Chair of the Reform Bill Committee regarding the Elections and Elected Bodies (Wales) Bill

Minutes:

Business Committee noted the responses from the Reform Bill Committee and the Local Government and Housing Committee regarding arrangements for scrutiny of the Elections and Elected Bodies (Wales) Bill.

 

Business Committee agreed that the Elections and Elected Bodies (Wales) Bill be referred to the Local Government and Housing Committee for consideration of the general principles. The Committee also agreed the proposed timetable for scrutiny of the Bill.

Minutes:

Business Committee agreed to the Petitions Committee’s request to hold a debate on petition P-06-1345 on 18 October 2023, and for a debate to be scheduled on petition P-06-1356 at a later date.

Letter from the Chair of the Llywydd's Committee regarding meeting slots

Minutes:

Business Committee agreed to the Llywydd’s Committee’s request to meet on the morning of Tuesday 7 November 2023. Business Committee also agreed that the Committee should continue to request alternative meeting slots as and when it needs to meet outside of its allocated meeting slot.
