Debates on Members' Legislative Proposals - selection of motion for debate

Business Committee considered the proposed motion for debate and agreed to schedule it on 17 May:

To propose that the Senedd: 

1. Notes a proposal for a Bill to ensure that high-rise building developers are responsible for safety issues. 

2. Notes that the purpose of this Bill would be to: 

a) create a duty on developers to refund leaseholders for reasonable costs accrued due to building safety issues; and 

b) prohibit any developer who refuses to remediate the fire safety defects on buildings they developed from being awarded planning permission for any new developments in Wales.

Legislation

4.1

Update on LCMs

Minutes:

Business Committee received an update on current LCMs and agreed to:

 

  • extend the reporting deadline for supplementary LCM (Memorandum No 3) on the Levelling-up and Regeneration Bill to 5 June;
  • extend the reporting deadline for the LCM on the Protection from Sex-based Harassment in Public Bill to 8 June;
  • refer the Illegal Immigration Bill LCM to the Children, Young People and Education Committee for scrutiny with a reporting deadline of 15 June.

Procedural Work Programme

5.1

Business Committee procedural work programme

Minutes:

Business Committee considered and agreed an updated programme for its procedural work, including to give further consideration to the following items prior to the summer recess:

 

  • The introduction of ‘grand debates’ in Plenary
  • Post-Brexit procedural reforms
  • Member Bills
  • Matters arising as a result of the Retained EU Law (Revocation and Reform) Bill

 

The Committee agreed to give further consideration to procedural work which may be required as a result of Senedd Reform once legislation has been introduced.
