The Llywydd informed Business Managers that she intends to end the use of a break prior to voting time, effective from this week’s Plenary meetings. She asked Business Managers to remind Members of their groups that it will be their responsibility to ensure that they are present and prepared to vote prior to the start of voting time, and noted that this can be earlier than the indicative timings on the agenda.

Tuesday 25 October –

 

·         Debate: The Welsh Language Commissioner’s Annual Report 2021-22 (60 mins) moved from 8th November

Business Committee agreed to schedule the following items of business:

 

Wednesday 9 November 2022 -

  • Debate on the Economy, Trade and Rural Affairs Committee report: Raising the Bar - Securing the future of Hospitality, Tourism and Retail (60 mins)
  • Debate on the Legislation, Justice and Constitution Committee’s Annual Report 2021/22 (60 mins)
  • Time allocated to Plaid Cymru (60 mins)

 

Business Committee received a request from the Petitions Committee for an urgent debate on petition P-06-1294: Don't leave metastatic breast cancer patients in Wales behind, which received 14,106 signatures, and agreed to schedule a 30 minute debate on Wednesday 19 October.

Legislation

4.1

Letter from the Chair of the Equality and Social Justice Committee - The Social Partnership and Public Procurement (Wales) Bill

Minutes:

Business Committee noted the response received from the Committee and agreed that no adjustment would be required to the existing timetable for scrutiny of the Bill.

 

4.2

The Environmental Protection (Single-use Plastic Products) (Wales) Bill - Stage 2

Minutes:

Business Committee agreed in principle that the Bill be referred to the Climate Change, Environment and Infrastructure Committee for Stage 2 proceedings, should the general principles be agreed by the Senedd.

 

4.3

The Land Transaction Tax (Tax Bands and Tax Rates) (Wales) (Amendment) Regulations 2022

Minutes:

Business Committee agreed to refer the Regulations to the Legislation, Justice and Constitution Committee with a reporting  Monday 7 November 2022, in order to enable these regulations to be considered by the Senedd on Tuesday8 November.

Update on LCMs

Minutes:

Business Committee considered an update from the Welsh Government and agreed to refer the Supplementary LCM on the Social Housing (Regulation) Bill to the Local Government and Housing Committee and the Legislation, Justice and Constitution Committee for scrutiny, with a reporting deadline of 1 December.
