Minutes of the previous meeting

Minutes:

Following a discussion within the Plaid Cymru group, Sian Gwenllian requested that Business Committee return to the issue of Members of the Culture, Communications, Welsh Language, Sport, and International Relations Committee leaving Plenary early on 18 May, which had been agreed at the previous meeting. Business Committee agreed to discuss the principle of members of committees being allowed to leave Plenary meetings early in order to travel for committee business further at its next meeting.

  • Statement by the Minister for Health and Social Services: Update on
  • Covid-19 (30 mins) - withdrawn
  • Statement by the Minister for Social Justice: Homes for Ukraine refugees scheme update (30 mins)
  • Statement by the Minister for Climate Change: Building Safety Update (45 mins) – withdrawn
  • Motion to suspend Standing Orders (5 mins)
  • Proposal under Standing Order 12.24 to debate the following items

together but with separate votes (30 mins)

o   The Coronavirus Act 2020 (Alteration of Expiry Date) (Wales) Regulations 2022

o   The Health Protection (Coronavirus Restrictions) (No. 5) (Wales) (Amendment) (No. 7) Regulations 2022

  • Voting time will take place as the last item of business.
  • Plenary is unlikely to run past 6.55pm.

The Deputy Presiding Officer reminded Business Managers that the timing of FMQs has been changed due to the First Minister’s attendance at a Thanksgiving Service for Prince Philip in London. It will take place as item 2 following the Business Statement and Announcement.

 

Wednesday 

 

The Trefnydd informed Business Committee that the Deputy Minister for Climate Change will answer oral questions on behalf of the Minister for Climate Change.

 

Business Committee noted a request from Plaid Cymru to change their member on the Standards of Conduct Committee from Heledd Fychan to Peredur Owen Griffiths. Darren Millar indicated that the Conservative group may also seek to make a change to their membership of the Standards of Conduct Committee at the same time and that this would be confirmed outside of the meeting.

 

The Deputy Presiding Officer therefore drew Business Committee’s attention to the following addition to the agenda for tomorrow’s meeting:

 

  • Motion to elect a Member to a committee (5 mins)

 

  • Voting Time will take place before the Short Debate.
  • Plenary is unlikely to run past 7.10pm. 

 

The Deputy Presiding Officer asked Business Managers to remind their Members that as agreed last week they are expected to continue to wear face coverings in the Chamber this week, other than when speaking. A note will also be circulated to all Members.

Business Committee noted provisional dates for Member Debates and Members’ Legislative Proposals for the summer term.

Legislation

4.1

Update on LCMs

Minutes:

Update on LCMS

 

Business Committee received an update on current LCMs and agreed:

 

  • to note that the Legislation, Justice and Constitution Committee will report on the latest SLCM (No. 5) on the Building Safety Bill this morning ahead of the proposed debate this afternoon;
  • to refer the SLCM (No. 4) on the Health and Care Bill to the Health and Social Care Committee and the Legislation, Justice and Constitution Committee for scrutiny, with a reporting deadline of the morning of 26 April;
  • to await a further update on the timetable in respect of the Online Safety Bill.
