Gerard Elias QC – Commissioner for Standards

1.1 The Commissioner for Standards provided some observations on the current lobbying position and on the position in the United Kingdom.

2.1 The Chair welcomed Members and the Commissioner for Standards to the meeting.

2.2 The Chair welcomed Llyr Gruffydd AM to the Committee following his election to replace Dafydd Elis Thomas AM.

3.1 The Commissioner for Standards spoke to his paper on the current lobbying regime and also on the position in the United Kingdom and answered Members questions.

3.2 Members considered the paper and agreed to:

·       Issue a written consultation on the lobbying regime and

·       Write to the Welsh Government to advise of the consultation and convey the Committee’s views that the Government may wish to review the Ministerial Code in relation to lobbying.

4.1 The Commissioner for Standards reflected on his time in post which ends on 30 November 2016.

4.2 The Chair thanked the Commissioner for Standards for his work over the last six years and wished him well for the future.

4.3 The Chair welcomed Sir Roderick Evans QC as the incoming Commissioner for Standards.

5.1 The Committee agreed that Paul Davies AM be elected to act as a temporary Chair in accordance with paragraph 10.2 of the complaints procedure.
