• the resources allocated to CAMHS services, including for crisis support; and
• the access that children with disabilities have to CAMHS crisis support.

• the Cabinet Secretary for Health and Social Services to ask for further information about the decision-making process behind the development and roll-out of the national Integrated Autism Service and why a tender process was not conducted; and
• Cardiff and Vale Regional Partnership Board to ask for details of the process undertaken in rolling out the Integrated Autism Service locally, and how the Service is working with Autism Spectrum Connections Cymru.

The Committee considered correspondence on the petition and agreed to pass the petitioner’s comments to the Minister for Children and Social Care and ask for:

• his response to the concerns raised over the ability of some local authorities to adequately provide the support that people with disabilities require to live independently; and
• details of the monitoring being undertaken in relation to local authorities’ implementation of the Social Services and Well-being (Wales) Act 2014.

The Committee considered correspondence on the petition and agreed to:

·         ask Natural Resources Wales for further details of the processes they undertake when operators breach their licence conditions, as requested by the petitioner; and

·         write to the Cabinet Secretary for Environment, Planning and Rural Affairs to ask for information about plans for future public consultation on Environmental Permitting Regulations, as referred to by NRW.

Neil McEvoy declared the following relevant interest under Standing Order 17.24A:

He is a Cardiff Councillor and attended a recent Council meeting at which the issue was considered. 

The Committee considered correspondence on the petition and agreed to await the following information before agreeing any further action on the petition:

• an update from NRW in relation to whether additional sampling at depth will be carried out on the material to be dredged;
• the results of the radiation dose analysis being conducted by Cefas on the samples taken in 2009;
• details of any further studies in relation to the Severn Estuary; and
• further analysis from the petitioners.

The Committee considered correspondence on the petition and agreed to provide the detailed comments from the petitioner to the Cabinet Secretary for Energy, Planning and Rural Affairs for her consideration, and ask for a response in particular to the suggestions made by the petitioner about possible alternative approaches to calculating land supply.

The Committee considered correspondence on the petition and, in light of the Welsh Government’s announcement of a permanent small business rates relief scheme to be in place from 1 April 2018, agreed to give the petitioner a further opportunity to comment before the next meeting on 27 February and to close the petition if no response is received.

The motion was agreed.

The Committee considered the Forward Work Programme and agreed the scheduling of future evidence sessions.

In relation to P-05-751 Recognition of Parental Alienation, the Committee agreed to invite CAFCASS Cymru and the Minister for Children and Social Care to give evidence to a future meeting, and to seek written evidence on the petition from a number of other organisations.
