3.1

This Week's Business

Minutes:

The Trefnydd drew Business Managers’ attention to the two changes to this week’s business – the addition of a statement by the Minister for Economy, Transport and North Wales on Tata Steel, and the statement on Llwybr Newydd – A new Wales Transport Strategy now being delivered by the Deputy Minister for Economy, and Transport and North Wales.

 

Cameras on during voting

 

The Llywydd asked Business Managers to advise Members to activate their videos during voting time, as a matter of courtesy and good order. This will also make it easier to address any technical issues during voting.

 

Members unable to vote

 

The Llywydd reminded Business Managers that if Members are having difficulty voting then the meeting can be suspended at any time if 3 Members so request.

 

Changeovers

 

The Llywydd asked Business Managers to remind Members not to enter the Siambr until the bell has been rung. As of this week, ushers will ask Members not to enter the Chamber while cleaning is in progress.

·                     LCM on the United Kingdom Internal Market Bill (45 mins) – postponed until 1 December

·           LCM on the United Kingdom Internal Market Bill (45 mins)

 

Darren Millar requested that where there are numerous statements, the government reduce the time for statements or issue some as written statements.

 

Business Committee agreed to extend the committee reporting deadline for the LCM on the United Kingdom Internal Market Bill to 26 November 2020.

Three Week Timetable of Senedd Business

Business Committee agreed to schedule the following items of business:

 

Wednesday 9 December 2020 –

·                     Member Debate under Standing Order 11.21(iv) (60 mins)

·                     Debate on Petition P-05-1010 An independent inquiry into the 2020 flooding in Rhondda Cynon Taf so that lessons are learned (30 mins)

·                     Time allocated to the Welsh Conservatives (60 mins)

Member's Legislative Proposal - selection of motion for debate

Minutes:

Business Committee agreed to schedule the following motion for debate on 25 November:

NNDM7481 Janet Finch-Saunders

To propose that the Senedd:

1. Notes a proposal for a Bill that would make provisions to introduce a deposit return scheme and to reduce waste in Wales.

2. Notes that the purpose of this Bill would be to:

a) establish the creation of a deposit return scheme for drinks containers in Wales, which would see consumers pay a deposit, repayable on return of the container;

b) reduce the number of single-use plastic and glass bottles, as well as steel and aluminium cans;

c) respond to increased amounts of recyclable waste, such as personal protective equipment being used to fight COVID-19, where a growing number of items are being discarded and affecting our wild and marine life; and

d) increase accountability by establishing a duty on the Welsh Government to lay an annual report to the Welsh Parliament detailing specific policies undertaken to reduce the discarding of recyclable waste and the impact these have had to improve Wales’s natural environment

Business Committee also agreed to schedule the next Member’s Legislative Proposal debate for 10 February 2021.

The Business Committee agreed to set a reporting deadline of Monday 23 November for the Legislation, Justice and Constitution Committee to report on the regulations.
