Introductions, apologies and substitutions Minutes: The Llywydd welcomed Darren Millar and Neil Hamilton
as the new Business Managers for the Welsh Conservatives and UKIP,
respectively. The Llywydd informed Business Managers that this is
Christopher Warner’s last Business Committee as a member of Assembly Commission
staff, as he will be taking up the role of Deputy Director – Constitution and
Justice at the Welsh Government from Monday 1 October. |

Three Week Timetable of Assembly Business Minutes: Darren Millar queried the lack
of time allocated to opposition debates over this half term. Business Managers
asked that the secretariat be mindful of the balance between opposition and
committee debates when proposing the 3 week timetable of Assembly business. Business Committee determined
the organisation of Assembly business and agreed to schedule the following

Member Debates: Selection of Motion for Debate Minutes: Business Managers
selected the following motion for debate on 3 October 2018: NNDM6801 Lynne Neagle David Rees Adam Price To propose that the
National Assembly for Wales: 1. Recognises that in
2016 263 infants died or were stillborn in Wales and that families who are
affected by baby loss often cannot access appropriate services or support. 2. Welcomes Baby
Loss Awareness week, which is organised by a collation of more than 60
charities throughout the UK and will take place from 9 to 15 October providing
an opportunity to raise awareness about the importance of excellent bereavement
care for all parents after pregnancy loss or the death of a baby. 3. Recognises that
Baby Loss Awareness Week also provides an important opportunity for bereaved
parents, and their families and friends, to unite and commemorate their babies’
lives. 4. Recognises that
all bereaved parents should receive the same high standard of care when a baby
dies, and that while good care cannot remove parents’ pain and grief, it can
help parents through this devastating time. 5. Calls on the
Welsh Government to take action to improve the care that parents receive after
pregnancy or baby loss by: a. Committing to
improve and deliver better bereavement care which can be accessed by all
parents after pregnancy or baby loss. b. Adopting the core
set of standards for bereavement care which have been used to underpin the
National Bereavement Care Pathway in other areas of the UK. c. To work with NHS
Wales to ensure all staff who come into contact with bereaved parents receive
bereavement care training. Office

to schedule the next Member Debate on 17 October 2018 and selected the
following motion: NNDM6782 Lee Waters Hefin David Vikki Howells David Melding Adam Price Jenny Rathbone To propose that the
National Assembly for Wales: 1. Welcomes the
Welsh Government commitment to support Foundational Sectors in its economic
action plan and calls on the Welsh Government to go further in embracing the
principles of the Foundational Economy. 2. Believes that the
Preston City Council’s community wealth-building approach has been demonstrably
successful in tackling deprivation and calls on the Welsh Government to meet
with representatives of Preston City Council to discuss lessons that can be
learnt. 3. Believes that the
Well-being of Future Generations (Wales) Act 2015 offers significant
opportunity to reframe best value in the context of procurement in Wales, to
support a Foundational Economy approach.
4. Calls on the
Welsh Government to develop an ambitious adult social care models that
recognises the importance of a localised approach and trials multiple
alternative models of care delivery, as part of a foundational economy approach

Update on procedures for Brexit scrutiny Minutes: Business
Managers agreed the changes to Standing Orders, which will be laid tomorrow and
added to next week’s Plenary agenda. |

Committees |

The effect of a Member resigning and leaving a political group Minutes: Business Managers
agreed that the Chair of the Finance Committee should remain with Plaid Cymru,
but that the nominations shouldn’t be until next week – Business Managers will
confirm arrangements for electing the new Chair at next week’s Business
Committee meeting. UKIP volunteered to
release one of their committee places to Caroline Jones, and will confirm
outside of Business Committee which seat will be offered. Regarding the vacant
place on the Climate Change, Environment and Rural Affairs Committee, Darren
Millar requested a wider discussion on committee membership and chair
allocations in light of the new balance of opposition parties. The secretariat
will bring forward a paper next week. |
