Davies questioned the recent number of written statements. He believed that the statement on ‘Affordable
Housing Supply Review’, issued as a written statement yesterday, should have
been an oral statement. The Leader of the
House agreed to look at the matter further. Tuesday ·
All votes in relation to the
Regulation of Registered Social Landlords (Wales) Bill would take place during
Stage 3 proceedings. ·
The Leader of the House confirmed
that voting on all other items of business would take place before Stage 3
proceedings began. ·
The Llywydd informed Business
Managers that there would be a 10 minute break before Stage 3 proceedings

following motion for debate on 2 May 2018 NNDM6695 Jane

propose that the National Assembly for Wales 1.
Notes the research by Plan International UK on Period Poverty and Stigma, which
estimates that 1 in 10 girls in the UK has been unable to afford sanitary wear. 2.
Welcomes the action by Welsh organisations including Periods in Poverty, Wings
Cymru, The Red Box Project, Trussell Trust, and others to tackle this issue. 3.
Notes the final report from Rhondda Cynon Taff Council Scrutiny Working Group
established to deal with free sanitary provisions in schools. 4.
Calls on the Welsh Government to: a)
consider current and emerging research on the potential impact of period
poverty and stigma, on learning; b)
consider calls to improve education on the subject and to provide free access
to sanitary items in education institutions; and c)
identify ways to make sanitary products available for Welsh food banks. Plan International UK -

propose that the National Assembly for Wales: 1.
Welcomes Bowel Cancer UK and Beating Bowel Cancer’s recent report highlighting
early diagnosis and its ambition to improve survival rates for people affected
by bowel cancer. 2.
Recognises the brave contribution of bowel cancer patients in Wales to raising
awareness of the disease and of the healthcare professionals to improving
outcomes in the face of increasing demand for diagnosis, within the constraints
of the existing service. 3.
Recognises bowel cancer as the second biggest cancer killer in Wales, the
effect early diagnosis has on survival rates and the importance of encouraging
the public to take up their bowel screening opportunities as uptake rates have
fallen by 1 per cent in the last 12 months. 4.
Welcomes the introduction of the simpler and more accurate faecal
immunochemical test (FIT) in the bowel screening programme and its potential to
improve bowel cancer survival rates. 5.
Calls on the Welsh Government to deliver a bowel screening programme that can
reach its full potential and to address issues around the: a)
proposed threshold of FIT to be introduced in 2019; b)
challenges that exist within endoscopy and pathology services to ensure FIT can
be introduced optimally; c)
need to reduce the eligible screening age from 60 to 50. Spotlight on Bowel

Collation of guidance issued by the Llywydd under Standing Order 6.17 Minutes: Business
Managers agreed that compiling and publishing the guidance would be useful. The
Secretariat will bring forward a paper that reviews and updates all current
guidance and drafts new guidance as required. |

Managers agreed to consult with their groups, in particular to consider whether
the composition of CLA should be reviewed in light of the SI’s coming forward
relating to Brexit. Business Managers
agreed that this should be considered before any decisions are taken on a
review of Standing Orders. |
