·         Debate on the Children, Young People and Education Committee report on Teachers’ Professional Learning and Education (60 mins)

Committees

4.1

Repeal of Section 29 of the Act - Composition of Committees

Minutes:

Business Managers decided that these issues should be covered in the broader paper on Standing Orders, and were comfortable in the short term with leaving the reference to section 29 in Standing Orders 17.7 and 17.8, despite section 29 of the Act having been repealed.  The Llywydd noted that if a broad review of Standing Orders were not to happen, Business Committee will need to return to the d’Hondt issue.

Welsh Government's Legislative Programme and Statement on the Draft Budget

Minutes:

Business Managers agreed to the proposed Standing Order change on the Draft Budget (detailed at Annex A of the paper).  Business Managers could not agree on any of the proposals on the Welsh Government’s Legislative Programme, and so the current Standing Order requirements for an annual debate remain.
