The Trefnydd drew Business Managers’ attention to various changes to This Week’s Business:

 

·         the addition of a debate on the new Coronavirus restrictions to Tuesday’s agenda, alongside a motion to suspend Standing Orders to allow it to take place;

·         the statement by the Deputy Minister for Economy and Transport: Update on the Valleys Taskforce and the debate on the Equality and Human Rights Annual Review 2019-20 have both been reduced in time from 45 to 30 minutes; and

·         the Non-Domestic Rating (Multiplier) (Wales) Order 2020 has been postponed.

 

Debate on Coronavirus Restrictions

 

The Llywydd highlighted that a total of 17 amendments have been tabled to Tuesday’s debate, and 5 to the Conservative debate on Wednesday, and that she may use her powers of selection, as usual.

 

Standards report

 

For the proper conduct of business, Business Committee agreed to schedule the debate on the Standards Report as the final item before voting time.

  • Debate on the Children, Young People and Education Committee report: Children’s rights in Wales (60 mins)
  • Time allocated to the Welsh Conservatives (60 mins)
  • Time allocated to Plaid Cymru (60 mins)

Legislation

4.1

The Health Protection (Coronavirus Restrictions and Functions of Local Authorities) (Amendment) (Wales) Regulations 2020

Minutes:

The Business Committee agreed to set a reporting deadline of Monday 14 December for the Legislation, Justice and Constitution Committee to report on the regulations. 

 

4.2

Update on Legislative Consent Memorandums

Minutes:

Business Committee agreed to refer the SLCM on the Medicines and Medical Devices Bill to the Health and Social Care Committee and LJC Committee with a reporting deadline of 11 January 2021 and the SLCM on the Environment Bill to the Climate Change, Environment and Rural Affairs Committee and LJC Committees with a reporting deadline of 4 February 2021.

 

Business Committee also agreed not to refer the SLCM on the Internal Market Bill to a committee.

Statutory Instrument Consent Motions

Minutes:

The Llywydd informed Business Managers that she will respond to the LJC Committee chair on this matter and copy in Business Committee.

Letter from the Chair of the Finance Committee

Minutes:

Business Managers agreed to an additional meeting for the Committee on 16 December.

Recall Procedures

Minutes:

The Llywydd encouraged Business Managers to feedback views from their groups  on this and the following paper as they arise rather than wait for the next meeting.

 

Business Committee agreed to discuss the paper with their groups and come back to next week’s meeting with any initial views.
