Minutes:

The Trefnydd drew Business Managers’ attention to the addition of a statement by the Minister for Health and Social Services, updating Members on COVID-19 vaccinations, as well as a slight change to the title of the statement by the Minister for Mental Health, Wellbeing and Welsh Language.  She indicated there would be a statement on vaccines every week for the foreseeable future.

·         Plenary is unlikely to run past 6.45pm.

Legislation

4.1

The Health Protection (Coronavirus, International Travel and Restrictions) (Amendment) (No. 3) (Wales) Regulations 2021

Minutes:

The Business Committee agreed to set a reporting deadline of Monday 1 February for the Legislation, Justice and Constitution Committee to report on the regulations. 

 

4.2

Update on current Legislative Consent Memorandums

Minutes:

The Business Committee noted the latest position on LCMs and agreed a revised deadline of 25 February for the ELGC and LJC Committees to report on the LCM on the Domestic Abuse Bill. The Committee also agreed to refer the SLCM (No.2) on the Domestic Abuse Bill to the ELGC and LJC Committees with the same reporting deadline.

Letter from the Chair of the Legislation, Justice and Constitution Committee

Minutes:

Business Committee agreed a revised deadline of 25 February for the Legislation, Justice and Constitution Committee to report on the Supplementary Legislative Consent Memorandum (Memorandum No. 2) on the UK Environment Bill.

Committee Changes

 

The Llywydd informed Business Managers that the Conservative group wishes to make changes to their committee memberships. Business Committee agreed to schedule the motions to make these changes for this afternoon’s Plenary after the BSA.

 

Additional Meeting

 

The Llywydd informed Business Managers that the agenda for the next additional Business Committee meeting on 1 February will be:

 

•        Sub judice;

•        Recall;

•        Temporary Standing Orders;

•        Secret ballots in virtual/hybrid Plenary;

•        Committee membership and balance; and

•        Groups – definition of.
