The Llywydd sent her apologies, due to attending an event in Dublin marking 100 years since the opening of the Irish Parliament. The Deputy Presiding Officer chaired the meeting.

Minutes:

Tuesday

 

  • The Trefnydd noted that most of Tuesday’s business had been postponed until next week to make way for a series of statements on the Welsh Government’s preparations for a no-deal Brexit, and that she had asked for copies of these oral statements to be circulated to spokespeople earlier on in the day than usual if at all possible.

 

  • Voting Time will take place after the last item of business. 

 

  • Rhun ap Iorwerth reminded Business Managers that the National Assembly for Wales CPA branch would be holding its AGM in the Siambr tonight.

  • Voting Time will take place before the short debate.

 

3.2

Three Week Timetable of Government Business

Minutes:

The Trefnydd stated that Welsh Government intended to bring forward a motion to suspend Standing Orders and schedule a debate on 30 January following the vote in the House of Commons on 29 January on the EU Withdrawal Agreement. Business Managers agreed with the proposal to postpone the Debate on ‘The Substance Misuse Annual Report 2018’ from 29 January to make way for a debate on the External Affairs and Additional Legislation Committee reports on the Tuesday, thereby freeing up time for the Government debate on 30 January.

A motion for the Government debate will be tabled once the outcome of the votes in the House of Commons is known.

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:

·         Debate on the External Affairs and Additional Legislation Committee reports on Brexit Preparedness (60mins)

 

Wednesday 30 January 2019 –

·         Debate on a Member's Legislative Proposal (30 mins)no motion tabled

Wednesday 13 February 2019 –

·         Debate on the Public Accounts Committee report: Natural Resources Wales' Annual Report and Account 2017-18  (60 mins)

·         Debate on the Constitutional and Legislative Affairs Committee report: Inter-Institutional relations agreement between the National Assembly for Wales and the Welsh Government (60 mins)

·         Time allocated to Plaid Cymru (60 mins)

Minutes:

Business Managers agreed this memorandum should be referred to the Climate Change, Environment and Rural Affairs Committee with a deadline to report of 1 March.
